The 2025 TOWN & COUNTY TAX BILLS
are available Online effective Thursday, January 2nd.

Dear Residents –

There was an error on the 2025 Town & County Tax Bills causing delays in mailing. Please be assured that they are in the mail and you should receive them this week. We apologize for any inconvenience this may have caused.

You can do one of the following:

  1. Access Online:
  • Visit https://egov.basgov.com/orangetown/
  • Fill in ONE of the following: Last Name or Address (use abbreviations like Rd, Av, Ct. St)
  • View, print or pay your taxes online.
  1. In-Person Assistance:
  • Visit Town Hall and we will print your bill.
  1. By Phone:
  • Call the Town Clerk’s Office at (845) 359-5100 x 5004 and we will provide the tax amount due over the phone.

MARRIAGE LICENSE  -  If you plan to be married in the State of New York, you will need to apply for a Marriage License. The Town Clerk's Office will issue the license Monday thru Friday, 9:30 am - 3:30 pm. - NO APPOINTMENT NECESSARY -

Documents Required:  Both applicants must be present and have an Original or Certified Copy of Birth Certificate, and/or Naturalization Papers.  We will also accept a Baptismal Certificate. Please bring your Photo ID, either a DMV’s Driver’s License, Non-Driver’s ID, Passport or Work Photo ID. If your Birth Certificate is NOT in English, it must be translated by a Professional Translation Service. If other than first marriage, Divorce papers or Certified Death Certificate is required.   There is a $40.00 Marriage License Fee payable by Cash or Credit/Debit Card (a $1.75 convenience fee will be added using either card).  Once the Marriage License is issued, you cannot get married within the first 24 hours (cooling off period). The License is Valid for 60 days from issue.

If you plan to be married by the Town Clerk or the Town Supervisor, you will need to schedule an appointment with them after your marriage license has been issued.
The Marriage Ceremony will be performed in our new Town Board Meeting Room and is only available at certain times Tuesday through Thursday 10am-12noon and 2pm-3:30pm.
NO WEEKENDS. The Town Hall Marriage Ceremony fee is $100.00 and payable to the Town of Orangetown. The duration is about 15 minutes.

Tax Collection

Tax Bills are available to View or Pay Online effective 12:01 am the 1st of January for Town and County Taxes and 12:01 am the 1st of September for School Taxes.

You can pay your Taxes by Mail, Online, In-person or drop off in our Secured Drop Box (DO NOT PUT CASH IN DROP BOX). Please provide the Receiver’s Stub (located at the bottom of the tax bill) and put your Phone # and Tax Map # on your check. We’ve had so many issues with checks written incorrectly that it is hard to find a telephone number if it isn’t provided to us. CASH and/or CREDIT CARD payment will be accepted at the Town Clerk’s window. Secured Drop Box located just inside the Entrance door of Town Hall during tax collection 7:00am – 7:00pm, Mon-Fri. DO NOT PUT CASH IN DROP BOX.

2025 Town & County Tax Rates Newspaper Notice

2025 Important Information on the Back of  Town & County Tax Bill

♦ STATE, TOWN & COUNTY TAXES –  are collected between January 1st thru January 31st without penalty.

l INSTALLMENT PLAN: a 5% Service Fee is ADDED by the County to your AMOUNT DUE if you choose this option. This is divided into (4) EQUAL AMOUNTS and paid Quarterly.

First Installment: Due by January 31st to Rosanna Sfraga, Town Clerk and mailed to the Town of Orangetown, Town Clerk’s Office, 26 W. Orangeburg Road, Orangeburg, NY 10962

Second Installment: Due by April 15th to Commissioner of Finance and mailed to Rockland County Finance Dept., 50 Sanatorium Road – Building A – 8th Floor, Pomona, NY 10970

Third Installment: Due by July 15th to Commissioner of Finance and mailed to Rockland County Finance Dept., 50 Sanatorium Road – Building A – 8th Floor, Pomona, NY 10970

Fourth Installment: Due by October 15th to Commissioner of Finance and mailed to Rockland County Finance Dept., 50 Sanatorium Road – Building A – 8th Floor, Pomona, NY 10970

l FIRST INSTALLMENT PAYMENT is DUE by January 31st. You can pay Online, by Mail or In-person to the Town Clerk’s Office, and is DUE by January 31st.
Mail to: Town of Orangetown – Rosanna Sfraga, Town Clerk – 26 W. Orangeburg Road – Orangeburg, NY 10962. DO NOT MAIL FIRST INSTALLMENT TO BINGHAMTON, NY. They cannot process Installment payments.
Once the First Installment is POSTED in our system and we close our books, the Rockland County Finance Department will mail you a timely Reminder Notice for each of the additional quarterly payments due to them. Write your check payable to: Commissioner of Finance and mail directly to them at: Rockland County Finance Department, 50 Sanatorium Rd, Bldg. A – 8th Floor, Pomona, NY 10970. The 2nd, 3rd & 4th INSTALLMENT PAYMENTS are to be paid directly to the County. Failure to make timely payments to the County will result in the cancellation of the Installment Plan and the entire unpaid balance plus penalty and interest will be due to the County in FULL.

Late payment made between February 1st – 28th will incur a 1% Penalty

Additional Late payment made between March 1st – 31st will incur a 2% Penalty

We close the State, Town & County Tax Collection effective 12:01 am on April 1st and will not accept any late payment after this date. Contact the Rockland County Finance Department after April 15th to arrange late payment. Link to website is below in Green.

♦ SCHOOL TAXES –  are collected between September 1st thru September 30th

*5% Penalty will be added to your payment made between October 1st – 31st

Make check payable to: Rosanna Sfraga, Town Clerk and mail it with the Receiver’s Stub to: Town of Orangetown, Town Clerk’s Office, 26 W. Orangeburg Road, Orangeburg, NY 10962 and NOT to the Binghamton address. 

We close the School Tax Collection effective 12:01 am on November 1st and will not accept any late payment after this date. Contact the Rockland County Finance Department after November 15th to arrange late payment. Link to website is below. 

CASH PAYMENT – (Must be the EXACT AMOUNT, NO CHANGE CAN BE MADE) and/or Credit Card payment will be accepted at the Town Clerk’s window.

ONLINE TAX PAYMENT FEES ADDED TO YOU PAYMENT:

*There is a CONVENIENCE FEE added to your payment using one of the following forms of payment. This Fee is collected by the payment processor and NOT the Town of Orangetown.
A) Pay ONLINE with CHECKING ACCOUNT (e-check): $0.75 cent FLAT FEE* added to your payment. Make sure to have your Bank Routing Number and Checking Account Number handy.
B) Pay ONLINE or IN-PERSON with VISA DEBIT CARD ONLY: $3.95 FLAT FEE* added to your payment.
C) Pay ONLINE or IN-PERSON with ALL OTHER DEBIT CARDS: 1.50% FEE* added to your payment.
D) Pay ONLINE or IN-PERSON with any of these CREDIT CARDS; American Express, Discover, Mastercard or Visa Credit Card: 2.45% FEE* added to
your payment.

Your cashed check is your receipt as well as going online to View/Print your “Paid Receipt” after 36 hours of payment. If you do not have access to a computer, please call our office and request a receipt by mail.

SECURED DROP BOX  located inside the Entrance door of Town Hall during Tax Collection from  7:00am  – 7:00pm, Monday through Friday, NO CASH IN THE DROP BOX.

Once we close our Tax Collection, you can pay Delinquent Taxes or your Quarterly Taxes (2nd, 3rd and 4th) payment to: Rockland County Finance Department. Click on the Link below.

IT’S NEW YORK STATE LAW

 

Licensing provides control and protection of the dog population and protects the health and safety of all residents of the community. 

6 months and over – Neutered/Spayed $7.00  . . . . Unneutered/Unspayed $15.00  . . . . Proof of Rabies and Spayed/Neutered are required.

Fee is $25.00 for a calendar year.

Handicapped Parking Permits DMV Form (completed by you and the doctor) or a Letter/Prescription from the Doctor and a Driver’s License or DMV Non-Driver’s License. There is No Fee.
Hawking and Peddling License First you will need to make an appointment with the Orangetown Police Department at 845-359-3700. Once that is completed, come to the Town Clerk’s office with the police confirmation, 3 passport size photos, Certificate from the Rockland County Health Department and DMV Driver’s License. Fees are: $300.00 per person for the calendar year and $250.00 per Orangetown resident. Accepted form of payment is Cash, Credit Card or Company Check.
Marriage License

Full Year: $110.00 (Do Not Feed Meters)

Resident Parking Permits – There are two (2) different types of permits:  TWENTY FOUR/SEVEN and OVERNIGHT.  These permits allow parking in designated areas in any of the three (3) Municipal Parking Lots:

Lot 2 (William Street & Franklin Ave)

Lot 3 (E Washington Ave & N William St)

Requires Proof of the following:

Driver’s License, Auto Liability Insurance, Residency (utility bill, lease, deed) and Vehicle Registration

– Twenty-Four Hours/Seven Days a Week Parking:

Full Year – $300.00              Half Year – $150.00

–  Overnight Parking (from 10 pm – 9 am)

Seasonal from November 15th – April 15th – $100.00
