The Board also suggested plantings around the cabinet.

THE DECISIONS RELATED TO THE ABOVE HEARINGS are inserted herein and made part of these minutes.

APPROVED

TO:    Joanne Volpe (Children’s Enrichment Center) HABR # 07-13

32 Old Tappan Road                                                  September 10, 2007

Tappan, New York 10983

FROM: HISTORIC AREAS BOARD OF REVIEW, TOWN OF ORANGETOWN

HABR# 07-13: Application of the Children’s Enrichment Center for review of an outdoor playground located at  32 Old Tappan Road, in the Town of Orangetown, Hamlet of  Tappan, New York. Chapter 12, Section 12-4(A), Historic Areas Board of Review.

Tax Numbers: 77.10 / 2 / 18; R-15 zoning district.

Heard by the HISTORIC AREAS BOARD OF REVIEW at a meeting held on Monday, September 10, 2007  at which time the Board made the following determination:

Diane Mayer and Leon Baron, Architect appeared and testified.

The applicant presented the following:

  1. Architectural plans signed and sealed by Leon Baron, Architect, dated 7/13/07 (6 pages) with a picture of the playground attached.
  2. A letter dated September 10, 2007 not signed.

Diane Mayer, a teacher at the center, stated that this will be the 17th year that the Children’s Enrichment Center has been in existence in Orangetown; that they had previously been located at 680 Oak Tree Road, formerly the Palisades School but relocated because the South Orangetown School District was not sure if they were going  to sell the building or not; that they are in front of the Board to ask permission to install a 30’ x 40’ hardwood post and rail fence; that the fence would be a 3-rail fence 4’ high with black welded wire attached on the inside with a 4’ wide single gate; and that the playground equipment would be relocated from the Palisades site to this location.

PUBLIC COMMENT:

No public comment.

FINDINGS OF FACT:

The Board, after personal observation of the property, hearing all the testimony and reviewing same, found as fact, that:

  1. The application as presented would not adversely affect the Historic District and the surrounding area. The design and materials for the proposed fence are complimentary to the District.

DECISION: In view of the foregoing and the testimony before the Board, the application (Plans dated 7/13/07 signed and sealed by Leon Baron, Registered Architect) is APPROVED as submitted and presented.
