HABR# 10-13: Application of Jon and Dana Plowe for the review of a gravel driveway at an existing single family residence located at 49 Woods Road, in the Town of Orangetown, Hamlet of Palisades, New York. Chapter 12, Section 12-4(A), Historic Areas Board of Review.

Tax Numbers: 78.18 / 1 /  10; R-80 zoning district.

 

 

Jon Plowe and Bill Bosley, contractor, appeared and testified.

 

The applicant presented the following:

 

  1. As built survey dated 08/03/09 signed and sealed by Jay A. Greenwell, PLS.
  2. Hand drawing of the proposed gravel driveway with grasscrete and natural block laid flat 2” above gravel as border.

 

Jon Plowe stated that he would like to keep the existing driveway gravel instead of the originally proposed pavers; that the majority of the driveways in the area are gravel and he would like to fix and maintain a gravel driveway instead of pavers.

 

Bill Bosley, contractor, stated that the apron of the driveway would have grasscrete which locks together and would be laid with sand dust and covered with gravel; that the curb of the driveway would be natural block flat stone and the gravel would be inside.

 

 

PUBLIC COMMENT:

No public comment.

 

 

FINDINGS OF FACT:

 

The Board, after personal observation of the property, hearing all the testimony and reviewing same, found as fact, that:

 

  1. The application as presented would not adversely affect the Historic District and the surrounding area. The design and materials for the proposed driveway are complimentary to the District.

 

DECISION: In view of the foregoing and the testimony before the Board, the application  (Hand drawing of the proposed gravel driveway with grasscrete and natural block laid flat 2” above gravel as border)is APPROVED as submitted.

HABR# 10-14: Application of  Holly Seeger for review of a generator at an existing single family residence located at 160 Washington Spring Road, in the Town of Orangetown, Hamlet of Palisades, New York. Chapter 12, Section 12-4(A), Historic Areas Board of Review.

Tax Numbers: 78.18 / 1 /  49; R-40 zoning district.

 

 

Heard by the HISTORIC AREAS BOARD OF REVIEW at a meeting held on Tuesday, November 9, 2010 at which time the Board made the following determination:

 

Holly Seeger appeared and testified.

 

The applicant presented the following:

 

  1. Site plan showing the placement of the generator and the proposed fence
  2. Pictures of generator placement and proposed fence with site plan attached.
  3. Photo copy of the generator.

 

 

 

Holly Seeger stated that she needs a generator because they have lost power several times; that it is impossible  to keep shrubs in the area because the deer eat almost everything; that she is proposing the six foot fence as shown in the picture and plans to landscape with Andromeda or forsythia; that she will find shrubs that the deer do not like; that she was not planning on painting the fence; that she would like it weather to the same silver gray color as the gate.

 

PUBLIC COMMENT:

No public comment.

 

FINDINGS OF FACT:

 

The Board, after personal observation of the property, hearing all the testimony and reviewing same, found as fact, that:

 

  1. The application as presented would not adversely affect the Historic District and the surrounding area. The design and materials for the proposed generator, fence and plantings are complimentary to the District.

 

DECISION: In view of the foregoing and the testimony before the Board, the application for the proposed generator , six foot fence and planting of deer resistant shrubs on the driveway side of the fence is APPROVED as submitted.

HABR#10-15: Application of  David Marshall  for review  of the demolition of an existing two-car garage with a front stone wall to remain at an existing single-family residence located at  31 Woods Road, in the Town of Orangetown, Hamlet of Palisades, New York, Chapter 12-4 (A), Historic Areas Board of Review.

Tax Numbers: 78.18 / 1 / 35; R-80 zoning district.

 

 

 

 

David Marshall and Richard LaPlaca, contractor,  appeared and testified.

 

The applicant presented the following:

 

  1. Survey of property showing the garage to be removed.

 

 

David Marshall stated that he would like to tear down the existing two car garage because its interior is full of mold that the flat roof is not any good and they would like to save the existing stone wall.

 

Richard LaPlaca stated that they intend to preserve the existing stone wall which has block behind it and they will return to the Board when they have a plan for the reconstruction of the garage.

  1. The application as presented would not adversely affect the Historic District and the surrounding area. The demolition of the existing two car garage and the effort to preserve the existing stone wall is complimentary to the District.

 

DECISION: In view of the foregoing and the testimony before the Board, the application to remove the existing two car garage is APPROVED with the SPECIFIC CONDITION that the applicant try to preserve the existing stone wall and return to the Board with plans for the proposed new garage for approval by this Board.
