HABR# 15-03: Application of Amy Cupp and Scott Dragoo for review of a new porch and review of paint color for addition to an existing single-family residence and proposed two-car garage. The premises are located at 4 Woods Road, in the Town of Orangetown, Hamlet of Palisades, New York. Chapter 12, Section 12-4(A), Historic Areas Board of Review.

Tax Numbers: 78.18 I I I 48; R-40 zoning district.

 

 

 

 

Heard by the HISTORIC AREAS BOARD OF REVIEW at a meeting held on Tuesday, February 10, 2015 at which time the Board made the following determination:

 

 

 

Barry Terach, Architect, William Bosley, contractor, and Amy Cupp appeared. The following documents were presented:

  1. Architectural plans dated November 26, 2014 (3 pages) labeled “Proposed Screened Patio for Amy Cupp & Scott Dragoo” signed and sealed by Barry Terach, Architect.
  2. One page of printed color photographs of eight black barns.
  3. Nine color photographs of the house/ stone on house/ barns and various color swatches in the sunlight.

 

Barry Terach stated that proposed screened-in porch will fill the inside comer of the house, squaring it off; that it will be a one story wood frame structure with solid screen panels and a good year rubber inner tube flat roof; that it will be flat to the ground and no outdoor lighting will be necessary.                                                    ·

 

Bill Bosley stated that the siding was painted because it is a matter of cost; that his contract does not cover purchasing and siding the garage in long boards; that the stain will not look good on the wood that was included in his price for the contract.

Amy Cupp stated that she has spent many hours outside in the rear yard painting boards and looking at colors in the daylight against the existing stone on the house; that there is no white in the stone and she showed the Board pictures of the stone and many pictures of Dutch Barns that are historically black; that she tried at least fifteen colors on wood and she wants the trim to be stovepipe and the siding to be painted charcoal; that the

board should keep in mind that the proposed garage is much smaller than a barn; that her

neighbors have seen her outside with the paint colors and no one has commented; and that it will blend and fall off into the background from her planned perennial gardens, especially the blue hydrangeas.

 

 

 

The Board had a discussion about the black on black colors and the surrounding area; and the applicant pointed out that two houses away from her property is a very dark gray

house and the “blacksmith house” nearby is a very dark green (almost black).

 

PUBLIC  COMMENT: No public comment. FINDINGS   OF FACT:

The Board, after personal observation of the property, hearing all the testimony and reviewing same, found as fact, that: The application as presented, would not adversely affect the Historic District and the surrounding area. The design and materials for the proposed screened in porch and color of the proposed two-car garage: (Architectural plans dated November 26, 2014 (3 pages) labeled “Proposed Screened Patio for Amy Cupp & Scott Dragoo” signed and sealed by Barry Terach, Architect:

 

  1. The roof of the proposed screened in patio shall be grey Goodyear rubber.
  2. The siding and the trim shall be black pine.
  3. The gutters and leaders shall be black aluminum.
  4. The screens shall be fiberglass.
  5. The garage doors shall be Clopay overhead #5 design.
  6. Paint colors for the proposed garage /addition were approved as follows: A) The trim shall be painted stovepipe Farrow & Ball # 256
  7. B) The siding shall be painted charcoal Farrow & Ball #57

DECISION:    In view of the foregoing and the testimony before the Board, the application; paint colors for the addition/renovation and new two-car garage and ( Architectural plans dated November 26, 2014 (3 pages) labeled “Proposed Screened Patio for Amy Cupp & Scott Dragoo” signed and sealed by Barry Terach, Architect; is APPROVED.

 

The foregoing resolution to approve the screened patio was presented and moved by Larry Bucciarelli, seconded by Thano Schoppell;  and canied as follows:  Margaret Raso, aye; Larry Bucciarelli, aye; William Walther, aye; Scott Wheatley,  aye Thano Schoppel, aye; and Joseph Chabot, aye.
