SPECIAL TOWN BOARD MEETING

POLICE COMMISSION/WORKSHOP

EXECUTIVE SESSION

JULY 22, 2014

 

This Town Board Meeting was opened at 7:00 p.m.  Supervisor Stewart presided and the Town Clerk Madigan called the Roll.  Present were:

 

Councilman Denis Troy

Councilman Thomas Morr

Absent:                        Councilman Thomas Diviny

Councilman Paul Valentine

 

Also present:               Charlotte Madigan, Town Clerk

John Edwards, Town Attorney

Teresa Kenny, First Deputy Town Attorney

Jeff Bencik, Finance Director

Police Chief Nulty

Captain Donald Butterworth

Det. Sgt. Michael Shannon

Det. Sgt. James Sullivan

 

Charlotte Madigan led the Pledge of Allegiance to the Flag.

 

Chief Nulty introduced the candidates and gave a little background information on each one.

 

 

RESOLUTION NO. 362                                          POLICE/NOMINATION/ELIZABETH MUCKELL/TEMPORARY POLICE OFFICER/RESIDENT

 

Supervisor Stewart offered the following resolution, which was seconded by Councilman Troy and was unanimously adopted:

 

RESOLVED, upon the recommendation of the Chief of Police, and per the authorization of Rockland County Department of Personnel, effective August 11, 2014, Elizabeth M. Muckell, is hereby nominated/appointed, from Rockland County Civil Service List # 12100/61-134, to the position of “Temporary Police Officer/Resident of the Town of Orangetown, for the sole purpose of allowing her to attend the Rockland County Police & Public Safety Academy, at a salary consistent with the labor agreement between the Town of Orangetown and the Orangetown PBA.

RESOLUTION NO. 363                                           POLICE/NOMINATION/MICHAEL MEGDANIS/PLICE OFFICER RESIDENT

 

Supervisor Stewart offered the following resolution, which was seconded by Councilman Morr and was unanimously adopted:

 

RESOLVED, upon the recommendation of the Chief of Police, Michael C. Megdanis, from Rockland County Department of Civil Service nomination list # (OC) 12100/61-134, is hereby nominated to position of “Police Officer/Residents – full-time”, pending completion of the Rockland County Department of Personnel certification process and a satisfactory background investigation.

Noes:         None

Absent:     Councilpersons Diviny, Valentine

 

 

 

RESOLUTION NO.  364                                         POLICE/NOMINATION/PATRICK CASEY/POLICE OFFICER RESIDENT

 

Supervisor Stewart offered the following resolution, which was seconded by Councilman Troy and was unanimously adopted:

 

RESOLVED, upon the recommendation of the Chief of Police, Patrick J. Casey, from Rockland County Department of Civil Service nomination list # (OC) 12100/61-134, is hereby nominated to position of Police Officer/Residents – full-time”, pending completion of the Rockland County Department of Personnel certification process and a satisfactory background investigation.

RESOLUTION NO. 365                                          POLICE/NOMINATION/KYLE BACH/POLICE OFFICER RESIDENT

 

Supervisor Stewart offered the following resolution, which was seconded by Councilman Morr and was unanimously adopted:

 

RESOLVED, upon the recommendation of the Chief of Police, Kyle Bach, from Rockland County Department of Civil Service nomination list # (OC) 12100/61-134, is hereby nominated to position of Police Officer/Residents – full-time”, pending completion of the Rockland County Department of Personnel certification process and a satisfactory background investigation.

RESOLUTION NO. 366                                                                  ENTER WORKSHOP

 

In attendance, at this Workshop were Supervisor Stewart, Councilmen Troy and Morr, Charlotte Madigan, John Edwards, Teresa Kenny, Jeff Bencik, James Dean, John Giardiello, and Aric Gorton.

 

Supervisor Stewart offered the following resolution, which was seconded by Councilman Troy and was unanimously adopted:

 

RESOLVED, that the Town Board entered the Workshop at 8:00 p.m.

RESOLUTION NO. 367                                                      ENTER EXECUTIVE SESSION

 

In attendance, at this Executive Session, were Supervisor Stewart, Councilmen Troy and Morr, John Edwards, Teresa Kenny and Jeff Bencik.

 

Supervisor Stewart offered the following resolution, which was seconded by Councilman Morr and was unanimously adopted:

 

 

 

RESOLUTION NO. 367 Continued

 

RESOLVED, that the Town Board entered Executive Session at 8:55 p.m. to discuss Contractual Agreement with the State.  Supervisor Stewart said no further votes will be taken.

RESOLUTION NO. 368                                                      RE-ENTER WORKSHOP ADJOURN IN MEMORY

 

Supervisor Stewart offered the following resolution, which was seconded by Councilman Morr and was unanimously adopted:

 

RESOLVED, that the Town Board re-entered the Workshop Meeting and adjourned in memory of Maureen Howe at 9:37 p.m.
