Supervisor's Office
Thom Kleiner is Supervisor of the Town of Orangetown in Rockland County, New York, serving his fifth term. When first elected in 1995, he became the third Democratic Supervisor in the Town’s 200-year history.
As Supervisor, Thom represents 48,000 residents and is responsible for a $52 million budget and a workforce of 325 employees. Under his leadership, the Town has won eight successive awards for Excellence in Financial Reporting, which are highly regarded in the business and bond rating communities. The Town’s bond rating is currently Aa3.
He has forged successful partnerships with the Rockland business community to promote economic development by attracting international corporations to Orangetown. At the same time, he has worked closely with environmental groups to preserve open space and promote regional planning. During his tenure, the Town purchased over 75 acres of open space on Clausland Mountain with funding from a variety of private and public sources.
Mr. Kleiner’s focus is now on the redevelopment of the 348 acres at the former Rockland psychiatric Center in Orangeburg that residents voted overwhelmingly to purchase. The Town Board is now reviewing proposals submitted by three development teams for the purchase and redevelopment of 130 acres. The remaining 216 acres have been reserved for recreational use and the Town is completing the design of base ball and soccer fields.
Additional planning initiatives include the passage of the Overlay Zoning District for the Route 303 corridor which seeks to promote sustainable development along Route 303 as well as a planned adult community zoning district to address the needs of people 55 years and older. Mr. Kleiner also oversaw the Town’s first update of its comprehensive plan in 14 years. Regional issues concerning the future of the Tappan Zee Bridge and the Indian Point nuclear energy plant also occupy the Supervisor’s attention.
His nonpartisan screening panels have located outstanding candidates for key Town positions, gaining the respect of Town residents and the trust of a politically split Board. Additionally, he has promoted an open, non-political process for selecting and appointing members to the Town’s land use and other boards.
He and his wife, Deborah, and their daughters, Caroline and Susannah, live in Sparkill.
