Route 303 Sustainable Development Study

The homepage for the Route 303 Sustainable Development Study. The Study - which involves New York State, Rockland County, the Town and the New York Metropolitan Transportation Council - will become part of the completed Comprehensive Plan.

Rockland County Planning

The County Planning Department has demographic and transportation information. They are also the lead agency in developing GIS maps, which can be very useful when considering land use questions during our review.

TZ INFO

A website created by citizens who are concerned about the impact a new TZ Bridge would have on the environment and on the communities that border it from Suffern to Port Chester.

Official TZ Bridge Site

The official Tappan Zee Bridge website, maintained by the New York State Thruway. Important source of information on upcoming meetings on the bridge and past studies.

Land Use Report on RPC

A consultant's report on the Rockland Psychiatric Center property. It was commissioned by the Town Board, and details some possible uses for the property.

Open Space Guidelines

Orangetown's open space guidelines, created by the Orangetown Parks Development Advisory Committee and the Ad-Hoc Open Space Committee.

Orangetown Parks & Recreation Department

Orangetown's own parks and recreation site. It details upcoming events and programs as well as links to other recreation sites.

Orangetown Building, Zoning and Planning Administration and Enforcement

This department is responsible for issuing building permits, inspecting construction and providing support to the land use boards. The site includes the schedule of land use board meetings and information on the board's procedures.
Planning/Legal Issues

American Planning Association

The homepage for proffesional planners. Contains information on new ideas and techniques in the field. Their Growing Smart section and report is particularly useful.

Regional Plan Association

The regional planning organization. It examines land use and transportation issues from a regional perspective.

New York State Department of State

Division of Local Government Services has information on planning issues taken from around the state. Particularly interesting are the Land Use Technical Series and Legal Memoranda sections. Included here are descriptions of the land use boards, the comprehensive plan process and an example of a comprehensive plan.

Community Rights Counsel

Covers legal issue in land use from a community rights perspective. "A public interest law firm defending laws that make our communities healthier, more livable and socially just."

National Association of Home Builders

The home building industry website. Different perspectives on land use and building regulations.

Congress of New Urbanism

A planning philosophy that encourages the restoration of traditional village downtowns and pedestrian friendly development.

Pace University Law School Land Use Law Center

Land use center headed by John Nolon. Has a great deal of land use law information specific to New York. The site also includes research reports on specific issues that will come up in discussions of our comprehensive plan update.

New York Metropolitan Transportation Council

One of Orangetown's partners in the Route 303 Sustainable Development Study. Deals with regional transportation planning issues.

PBS Newshour - Special Report on New Urbanism

A feature story covered by PBS that examines the pros and cons of the new urbanist movement. Looks at examples, interviews supporters and opponents, and an ask the expert section.

Cyburbia

A great internet resource for all planning issues. Includes message boards and a bookstore as well as a comprehensive planning directory. Run by the University of Buffalo
Smart Growth/Sprawl
Quality Communities Task Force Governor Pataki's Smart Growth initiative, it focuses on partnerships between state and local governments. The intent is to ensure that New York's initiatives in economic development and environmental protection take into account and complement the priorities of individual communities. The Route 303 Study was highlighted at the Newburgh Roundtable
Smart Growth Network Information on Smart Growth - Development that serves the economy, community and evironment.
Center of Excellence for Sustainable Development A project of the U.S. Department of Energy. The Land Use Planning section is of particular interest.

Livable Communities A White House initiative that seeks to promote sustainable growth. The site has information on specific programs, resources, guides, and tools offered by federal agencies to assist communities. It includes the Building Livable Communities report.

Speakout.com

Takes over for Policy.Com. Takes a ballanced approach in analyzing some of the problems associated with sprawl and posing possible solutions. Also has an extensive list of resources that are useful for further research.

Progressive Policy Institute

The PPI advocates moving to a second generation of environmental policy that modernizes regulation using performance-based, market-oriented, and civic-minded strategies to drive continuous and efficient improvement in environmental quality

Orton Family Foundation

A foundation devotd to developing and delivering innovative community land-use planning tools and processes; to promote citizen participation in community decision making; to provide education, training and information to citizens, community leaders and professional planners to more effectively manage growth.

Sprawl Watch

An excellent clearinghouse of information on the dangers of sprawl and planning techniques to combat it. Sprawlwatch's mission is to identify, collect, compile, and disseminate information on the best land use practices.
Open Space
Trust for Public Lands A site focusing on land conservation and open space. Can be useful for those that are looking for innovative ways to protect open space. Includes a report on the economic benefits of preserving open space.
Scenic Hudson Web site focusing on protecting the Hudson River and the lands along the 315-miles between Albany and Manhattan.
Hudson Valley Greenway The Hudson River Valley Greenway is a state sponsored program created to facilitate the development of a voluntary regional strategy for preserving scenic, natural, historic, cultural and recreational resources while encouraging compatible economic development.
Sierra Club Nationwide environmental advocacy group. Sprawl is one of their core issues. The site has some detailed information that evaluates the current state of affairs in the United States and solutions to improve planning.
Rails to Trails Conservancy A Nationwide organization that supports and promotes converting abandoned railroad right of way into linear parks and trails. Orangetown's Joseph Clarke Rail Trail is one example.
